The library had $370,000 in reserves at the end of 2007, but that figure drops to $148,000 under the approved budget. Foster hopes some of those funds - at least $80,000 - will be replenished by the end of the year through late fees and fines.Not content with draining Windsor City reserves over the last four years, Council seems intent on making sure agencies like the Library Board do the same thing.
