Half the story

So we know that Windsor's water pipes are leaky and it will cost $100 million over the next 5 years to replace. Good. Now we have the justification for raising water rates, and by extension the sewer surcharge.

The question is, if we need so much work done and it will save us money in the long run, why are we pulling out $4 to $5 million dollars from Enwin/Windsor Utilities for general revenues and other capital spending?

Leave the money where it belongs. The City's "Pay as you go" policy to me simply means pay more every time I go out the door to work.
